That’s not what those settings do. With µTorrent you have to be careful and the names aren’t always the best with the internal settings. DHT uses UDP to search for & initiate connections and really can’t be limited.

I’m pretty sure that it’s either 0 or 1 “total connections at a time”, and you can find this option in Options → Preferences → Advanced → Connections (the first one there)
