What is the use of the “BitComet Passport” ? I signed in but nothing happened and nothing to match anywhere i looked.

From what I have read it is meant to give you quicker uploads.
I’m not too sure what the points are for though, I’ve got 107.
Whatever it does, it’s only available in the Chinese version. I believe Passport is part of BitComet Lite, which isn’t of any use to most people.
As far as speeding up your downloads, there’s no way to do that. It depends on your network connections and the composition of the swarm, and there’s nothing you or your client can do about either.
