As my good friend, kluelos, says, you should check your modem’s configuration, as [they have had a history of being problematic].
However, if it helps you any, I’m leaving you here a small tutorial of the steps to follow to configure your modem’s firewall, which seems to be the culprit of your problem (taking for granted that, as you say, you have the Windows’ Firewall enabled).
**Motorola SBG900 **modem’s Firewall configuration:

We’re going to configure the Firewall, and for that we must choose the Firewall option, in the program’s configuration menu, as in the following picture:

This will allow us to access the Firewall’s configuration web page, which consists of various tabs which we will describe now:
The first one corresponds to the policies’ configuration [Policy] of access, and we can see, in the next page, which we have diivided in two parts:

To define the access policies, we’re going to describe the parameters which we must enter:
Port ID.- It is going to allow us to enter the protocol’s name that we are going to filter.
Enable.- Allows enabling the filtering, for the port in question.
Allowed Protocol.- It’s a drop-down menu, in which we’re going to be able to select one of the available protocols.
Port Range.- It’s going to allow us to define a range of ports to filter.
Allow Inbound.- Enables the entrance of outside data to our network, through the port in question.
Allow Outbound.- Enables the sending of outgoing data (to the exterior) from our network through our chosen port
To add the policy, press the [Apply] button, and we’ll be able to see in the following image, a list of the protocols already added.

In the image, we can see that in the Policies’ list there is an Enable field, which will allow us to enable or disable the policy in the Firewall.
Pressing the [Apply] button, the changes will take effect.
The second tab, [Alert], will show us the following screen:

This screen allows enabling the sending of alert messages through e-mail, when an intrusion in the system is detected. To configure the account’s data, we click on the email link and get the following screen:

…in which we may enter the data of the e-mail account to which the alerts are sent.
The last tab, [LOG], will alllow us to configure the log files that provide us with information of the different actions that are detected in the Firewall.

We can enable the session, the blockings or the intrusion attempts to the system logs.
