Whenever I’m at my parents house and I’m using their internet there isn’t a problem however while I’m at college and using the internet in my dorm room BitComet can’t connect to the internet…I’m not sure why and I was wondering if there were a way to get around this…

When I looked at my firewalls settings it said that bitcomet was allowed and I even tried turning my firewall off and that didn’t work either…
It’s possible that your school doesn’t allow BT downloads.
You could try using proxy for comunications, nat transversal, or disabling listening port (will be slow, but might work).
If your school does allow BT, then ask your network admin to provide you a listening port for your Bit Comet.
Suspect
BitComet’s initial connections are to the tracker via standard HTTP. You said that it can’t connect to the internet, which would mean that it can’t connect to anything anywhere. If that’s the case, then you must have a software firewall blocking it. The school wouldn’t block normal HTTP, or you wouldn’t be able to browse the web at all.
If you’re experiencing some other symptom, perhaps describing it would help.
