It’s fairly easy to block transfers of particular filetypes, and some universities choose to block http downloads of torrents. Their network, their rules. You’ll either have to find another way to download (unfortunately, there mostly isn’t one) or have other people send you the torrent you want via email attachment.
Demonoid seems to have a method around this with a script that slaps a .txt on the end of the .torrent file.
