I can’t seem to find a way to change the folder, in which BitCommet downloads files.

do you mean the default folder where when you open the torrent file it will automatically send it to that folder?

try bitcomet main window → “options” → preferences → tasks → downlaods → default destination directory

Note that you can set that default to any reachable path, and that it should NOT be in the Program Files tree. You can also vary the download path for any individual torrent by changing its properties.
