What version of BitComet are you using?
I am using Bit Comet 1.25.
What type of Internet connection do you have (ADSL, etc.)?
I live in the Philippines, and Sun Broadband is my ISP. My connection FROM Sun is wireless.
Do you have a modem? Do you use a router? What make and model are each one of them? Have you forwarded your port?
Sun calls their USB dongle, which I use, a modem. Rather that is precisely true or not, I really don’t know. On the dongle it says:

What version of Windows, Firewall and Antivirus do you use?
I am running Windows 7, using the Firewall that comes with Windows. I am wondering if I should disable it and get a good 3rd party Firewall? I am using Kasperski Anti Virus. It is strictly AV, no Firewall.
For speed-related issues, please run various speed tests. Include the results, along with the settings that you are presently using, in your post, so that we may review and offer suggestions to improve its performance.
My D/L speed is about 1.5 megabits and my U/L speed is about 360kbits. I am including my Bit Comet settings as well as my firewall settings. I am trying to give as much information as possible.
This is my BC main screen right out of the box, so to speak.
You will notice that it is using port 13002. In bitdave’s Settings Guide it says
Listen Port: Pick any number within this range–> 49154 – 65534
. Since port 13002 wasn’t in that range I picked port 52000, and used it for all my settings
Below are my BC TCP In-bound Firewall Settings. My UDP Inbound Settings are identical, except, of course for the Protocol Type and Number.

And my out-bound Firewall Settings
And UPnP Firewall Settings. This setting is pre-defined and specifies SYSTEM as the program it applies to, but I assume that any program that needs it will access it from SYSTEM. I tried to make a new rule just for BC, but wasn’t allowed to.
After making the Firewall Settings, I set my BC Settings as close as I could to bitdave’s Settings Guide. The Properties screens were somewhat different though, so I am not sure of some settings. But here is what I have.
And after all the changes my BC Main Screen looks like this
AS you can see, it says I have a blocked Port and IP address. 
I would think the settings I made in the Firewall would have taken care of that, so I am confused on that point. :unsure: All in all, I just don’t know what to do to get a decent speed. If I have any settings wrong or someone sees something else wrong, I will be grateful for any and all help. I know this is a lot of links, I just wanted to be sure I gave all the information I could.
