All my tasks are at 100% and should therefore only be uploading, right? Well, the download speed indicator at the top continues to report 1-3 KB/s. What does this mean?

it means you are sedeng and uploading to the next computer in the swarm… no harm is done…
you still need to recieve requests for data, as well as regular tracker updates.
This is referred to as “overhead”. If you have low bandwidth (slow connection), you can reduce this by disabling “dht”.
