It is because those items are Queued until later. By default, you can only d/l up to 10 items at once. If you want to change this number, go into Options > Preferences > Connection. There will be Task schedule area on there. There, you can change the number for Max Simultaneous Download Tasks.
OTOH, I wouldn’t recommend that you fool with that default setting. Just wait until one of your ten d/ls is finished, at which time BitComet will automatically un-queue one of the queued items and begin d/ling.
