hi,

i am quite new to BIT COMET and i have noticed my downloads have quite slow, i think. On average i get a download speed of 8-9 Kb/s is there anyway of increasing this.

Yes, there is. Configuring your client correctly will usually give you a considerable speed increase. Simply follow the settings guide, which you will find in the BitComet client forum – the place whee your question should have been asked, rather than this forum.
