is there anyway i can change it back to no limit, i have try reinstall the bitcomet

Hi there.
Read this, and, if it fails, try cleaning your registry from any BitComet entries after uninstalling it (this is reported to be of some help) and reinstall it anew.
BTW, why are you using such an ancient version? The latest (and quite stable) version is 0.70, another pretty stable one is 0.64…
