You’re missing the entire point of these questions.
It’s not if you own a modem or router but if you use a modem or router to connect to the Internet.
If you’re using a wireless connection for reaching the Internet, that means that your wireless card is still connecting to a wireless router, isn’t it?
I mean, you don’t think that the aliens are broadcasting wireless especially for you, so that you can connect to the Internet, do you?
Therefore, the question was about the router/modem ensemble that you use to connect to the Internet.
Moreover, do you have a green status light in BitComet?
Because if you don’t then you’ll need to open and forward your BitComet listen port in the router. And if you don’t own the router, or don’t know about its existence in your living premises, then you have a problem. Because you’ll have to take this up with the one who does.

This may be more difficult than it looks. Telephone networks in that part of the world are such an unholy mess that you can almost say they don’t exist. Everybody is pushing a different solution. I think a wireless one is probably on the table too, with not much information available to customers about it. The wonder is having working internet at all.
