Since your upload speed is likely much less, you arn’t likely to reach this speed.
Considering this, I think your download rate of 8kB/s is quite good. You may see speeds of 12kB/s on very well seeded torrents, but not on most.
As for private trackers, some are better seeded, but not all.
Some public trackers also are well seeded.
