If that’s the only change, then the problem is that the Norton firewall is blocking your listen port. Having multiple firewalls like this doesn’t make you safer, only crazier. Everything that you do to one firewall, you also have to do to the other. I suggest that you simply disable/remove the Norton firewall and stay with the Windows built-in firewall.
Norton used to be a very respected name in software fifteen or twenty years ago, but Peter sold out long ago, and these days everything that NIS does for you can be done better, by free software that doesn’t interfere with other things as much. You should look at replacing it entirely.
