is BC designed in a way that DL speed will always never be greater than upload speed? for as long as i’ve used BC my maximum download speed is always my maximum upload speed. Is it some built in feature? or settings gone wrong ?

normally my upload cap is about 30kb/s since i can upload a 40kb/s which is close to the 80% requirement while not running programmes.
i’ve gone thr most of the settings. tho i’m not sure if dropping ‘max connections’ would help
normally when i dl only 1 torrent my dl/up sticks rrly closely
so i tried 10 at the same time, and it was abt the same my download would at most ± 3 kb/s of my upload spd
