Well I found the answer for those of you who have ISP’s who are blocking your P2P including bit comet…

Download that, follow the configure instructions upon start up.
Go to Bit Comet settings and follow these instructions:

After I did this I was already downloading again.
Haven’t tested it or seen evidence that it works, but do be aware that the free account limits you to 64 kB/s and one hour of connect time per session. It’s conceptually pretty simple and straightforward though.
