I’ve been using BitComet for over a year and a half and there is something that I’ve been wondering. In Peers, which is the other users correct download speed, KB/s Dn or KB/s Peer Dn?

The column that shows the peer’s download speed is only a rough guess. We don’t actually know their download speed. Just don’t start banning people though. The client knows what its doing and will connect, snub, & disconnect peers on its own.
