Perdonad mi intrusión en este hilo, y aun cuando tal y como te dice cassie, ((por favor)) procurar darnos todos los datos posibles acerca de vuestro PC y sistemas ((por estupidos que os parezcan)), pueden simplificar mucho a la hora de proporcionar ayuda a los miembros de este foro.
Teniendo en cuenta que cassie actualmente está un poquillo ((liada)) 
, espero me perdones si me adelanto a poner una posible solución, que espero que le sirva a sonrisa77.
Te pongo un pequeño tutorial para abrir los puertos para BitComet, aunque también sirve para abrir los puertos de cualquier aplicación, como Torrent, eMule, Ares e incluso videoconsolas.
Antes de nada, deberemos saber cuál es nuestra IP, que será necesaria para introducir en el router.
Para ello hacemos lo siguiente dependiendo del sistema operativo que uses:
Windows XP:
Dirígete a Inicio y selecciona la opción: Ejecutar
Te aparecerá la siguiente ventana donde debes introducir el comando: **cmd **
Seguidamente pincha en : Aceptar
Windows Vista o Windows 7:
Dirígete a Inicio, y en la sección Programas, busca Herramientas del sistema, una vez hay selecciona Símbolo del sistema, ( puedes optar tambien por pinchar en ejecutar, pero seria ir de Madrid a Cadiz pasando por Pamplona ) 
Tanto en un caso como en el otro te aparecerá la pantalla de sistema donde deberás poner lo siguiente : ipconfig (pulsa Intro).
Te aparecerá algo parecido a esto:
(( Por motivos de logica, no sale la Ip completa ))
Ahora ya sabemos nuestra IP, dirígete a tu navegador ( Explorer, Mozilla o CometBird ) e introduce la IP en la barra de direcciones superior.
Aparecerá la ventana de entrada a tu router, pidiéndote la contraseña para entrar. Por defecto esta suele ser
Usuario: Admin o también: 1234
Password: Admin o también: 1234
*Nota: la ventana puede variar en su forma y formato a la de la imagen superior.
Ya estamos dentro de nuestro router, ahora nos daremos un breve paseo a la sección que nos interesa.
Vamos a abrir los puertos para BitComet.
Una vez dentro, nos vamos a:
Advanced Setup > NAT > Virtual Servers
Y pulsamos en Add
Se nos abrirá la pantalla de gestión de puertos.
¿Qué hemos de poner aquí?, pues bien:
1º Seleccionamos Custom Server y ponemos la palabra “BitComet” (sin comillas).
2º Luego en Server IP Address hemos de poner la IP de nuestro ordenador, la que hemos averiguado anteriormente.
Introducimos el nº de puerto en los apartados dedicados para ello. Recuerda que según tus espicificaciones el puerto que tienes bloqueado es el : 19723/TCP
Si todo ha ido bien, la pantalla deberia quedar mas o menos parecido a la imagen superior.
Por último pulsamos en Save/Apply y nos aparece la pantalla con los puertos ya abiertos.
y deberia salirte algo asi:
Ya puedes cerrar tranquilamente tu navegador, y probar si tu BitComet funciona correctamente.

Forgive my intrusion in this thread and, as cassie says, please try to provide all of the data possible with regards to your computer and setup (regardless if you think them stupid or not),as they can make things a lot easier for the members of this forum, come the time to offer aid.
Bearing in mind that cassie is actually a bit tied up , I hope that you’ll forgive me if I run ahead and offer a posssible solution which, I hope, will help sonrisa77.
I’ll leave a short tutorial about how to open ports for BitComet, although it also works for opening ports for any other application such as Torrent, eMule, Ares and even a videoconsole.
Before we do anything, we should know what our IP is, which will be necessary to put into our router.
To do so, we do the following, depending on the Operating System that you use:
Windows XP:
Go to Start and choose: Execute

You’ll get the following window, where you should enter the command: **cmd **

Then, press: Acccept
Windows Vista or Windows 7:
Go to Start, and under Programs, look for System Tools**. **Once there, select System Symbol ( you can also opt to click on execute, but it would be like going from California to New York, via Mexico )

In either case, you’ll see the system screen, where you should enter the following: ipconfig (press Intro)
You’ll see something like this:

Now we know what our IP is. Head over to your browser ( Explorer, Mozilla o CometBird ) and introduce the IP in the top address bar.

You’ll get the entry window to your router, asking you for the password to enter. By default, this is usually
User: Admin or sometimes: 1234
Password: Admin or also: 1234
*Note: the window may vary in appearance and format to the one in the picture above.
Now, we are inside our router where we will saunter over to the section that pertains to us.
Let’s open the ports in BitComet.
Once inside, we go to:
Advanced Setup > NAT > Virtual Servers

… and press Add
A screen will open up (port management)

What shall we enter here? Well, all right.
1- We select Custom Server and write the word “BitComet” (without quotation marks).
2 - Then, under Server IP Address, we need to enter our computer’s IP, the same one that we found earlier.
We enter the **port number in the corresponding slot. Remember, according to your specifications your blocked port ** is: 19723/TCP

If everything has been done correctly, the screen should look sonething like the one above.
Lastly, we click on Save/Apply , and we get the screen showing the opened ports.
You should see something like this:

Now you can safely close your browser and test your BitComet, to see if it works properly.
