Although your download speed is mostly determined by the speed in which the peers upload to you, there are some things you can do to greatly increase the speed of healthy torrents.
Most often slow speeds are a result of people that run more then one torrent at a time. This divides their already low upload bandwidth among so many peers, they the whole torrent would be better if they just disconnected.
Unless you have more then one meg max upload (very few do), you really should only run one, or at most two torrents at a time.
I suggest you read the guides posted here to setup your bit comet client.
Also, finding the proper max upload speed is important.
When downloading, you should set to 80% of your max, and unlimited while seeding.
