I forwarded 4 ports, 3479 being among them.
They all worked and this one remains unopen from some reason.
Is there any reason why a specific port refuses to open up? Maybe it is just shy

IP address: 192.168.1.101
Protocol: ALL
Status: Enable
Common Service Port: none

- You can open a port only in a firewall, not in a application. You open it for an application to use. This answer you gave here, was the answer to my question from above.
2.You can’t use the same port number for several applications simultaneously. The first one which starts registers for that port number in Windows Winsocks and the rest of them won’t be able to access that port until such time that it’s released by the first application, at exit time.

A hardware firewall is the firewall present on a hardware device such as a modem or router device.

You don’t need to update the firewall. You just need to make sure that the port number you need is opened in the firewall. BitComet can configure automatically the Windows firewall if set to do that, on the Options–>Connection page. Is it so in your case? Or if not, did you configure it manually?
If you don’t open the port in all firewalls present between you and the Internet, you shouldn’t expect it to be open.
