I would like to request a change for the link to The Pirate Bay. Here in the UK, TPB has been barred by all ISPs, but we can access it using https://tpb.pirateparty.org.uk/ . Would the developers of BitComet be willing to change the address in the program to accomodate this workaround?

You have a pretty basic misunderstanding of bittorrent and how it works. The address of TPB or any other tracker isn’t contained in the BitComet code. It’s contained in the .torrent files themselves.
Bans like this one are really silly. I suggest you simply use one of the thousands of free proxies outside the UK, to hop right around the restriction. My usual is anonymouse.org, but there are thousands. Just google “free proxy”. You will find massive lists of them, and you can sort by country, etc. It’s so easy to evade a ban like this, that you know the people who put in place are just idiots.
Once you’ve got the .torrent file, from the magnet link or wherever, the actually download is peer-to-peer – my computer directly to your computer, unaffected by any such ban.

If you’re talking about the left favorites panel, you can edit that yourself. The configuration file is in xml format, located in %appdata%\BitComet\Fav. You speak English so the file you use is named fav_en_us.xml.
I recommend Notepad++.
