Is it possible to add scheduler for tasks? I want to set downloading from 11 pm to 10 am with full speed and from 10 am to 11 pm with half of my speed.

Is it possible to add scheduler for tasks? I want to set downloading from 11 pm to 10 am with full speed and from 10 am to 11 pm with half of my speed.
I’d like new BC clients to have scheduler as well. My ISP has got peak and off peak hours. If I can let tasks start at 00:00 and stop at 16:00 that would be Great
