Torrent collection is available only when I have downloaded files for some time. But I want to be able to search torrent and then choose which to download. Is it possible to add a feature similar to eMule’s file search which does not require downloading first?

You can uncheck “Clear Torrent Collection list on exit” in Options, but then the list won’t be necessarily updated until your client connects to other clients.
BitTorrent doesn’t work like eDonkey, so the only other real way to search for things is by using index sites.
Torrent Collection uses communication with other BitComet clients by exchanging with them lists of available tasks, in order to facilitate sharing popular content, but it’s not a replacement of index sites.
