What security settings must I change or reconfigure in order to be able to download files. I receive a gray box informing me that me security settings prohibit my downloading this file.

It makes a huge difference exactly what is telling you that. Is it (for example) Windows firewall, or a 3rd party application like Norton, or what? The window should have some indication, possibly on the title bar or possibly in the body, maybe an indentifiable icon, that indicates where it’s coming from.
you will need to describe exactly what you are trying to download, and how you are doing it.
Since this isn’t related to bit comet, I could imagine dozens of different possibilities, and even more possible solutions.
