i have followed your guide and the guide at portforward.com. My ports are opened. I use BC 0.71. When i check my peers they are all local. what can i do to fix this?
There seems to be several serious issues regarding this version.
I suggest getting the latest Stable release .70

Have you allowed UDP connections in your firewall? What firewall are you using?
