The “Global Max Upload Rate” feature has no effect when preview is on. This “bug” (is it just me? I don’t know) isn’t specific to v.070, but I’m quite sure that in earlier versons, probably in v.060 or v.061, when preview was one of the newer features, upload cap worked perfectly with preview. Please confirm if this is actually a bug, and let me know if you need any more information to reproduce the problem. And please ignore this thread if it’s a known issue.
