Your max upload of 128kb/s or 16kB/s is rather low by todays standards.
Basically reducing this by 20% should enable you to download a your highest potencial. so a setting of about 12kB/s max upload would be best. You might want to try 10-11.
With this limited upload speed, I strongly suggest you run only one torrent at a time, as you don’t really have enough bandwidth to divide among torrents.
