As for nero, each time you start it, nero attempts to connect to the net. If you have a good firewall, you can stop it from connecting.
As for converting video files, there are countless programs to do this.
If you like I can give you a guide for converting video files to dvd with nerovision.
You might also enjoy downloading kvcd videos, as they are designed to play on most dvd players, and can be only 1/10th the size of a dvd, yet still have excellant quality.

I have seen it take from one to ten hours to encode a dvd from various souce files jim.
There are many factors that effect how long it takes, but computer speed and amount of resources availble are a factor. When I make a dvd, I start the encoding before I go to bed, and its done when I awake. There is no short cut as the video is converted frame by frame.
As for nero, many people have gone back to version six, but I use seven and have had good results.
I have attached the guide you requested

You probably want to use ConvertXtoDVD program. It is as simple as it can be. Load the movie and the subtitles (if you have or if you want, subtitles must be in *.srt format) click convert and you are ready.
700MB movie converted and burned to 3GB DVD movie is ready for ~ 1 hour and 40 min.; 1,4GB movie converted and burned to 4,5GB DVD movie is done for ~ 2 hours and 30 min. and this is if you put it on high quality convertion.
if your dvd player supports divx i reccomend it because then you can fit about 5 full length movies on one dvd! only takes about one hour to convert your files to divx and then burn them. don’t have a dvd player that plays divx? but one at walmart for about $40.
Yes, try to buy DVD players that support Divx/Xivd formats and other containers. I’ve seen DVD players for sale on the web the will even view .ogm files. My cousin’s toshiba will play Xvid files so he burns whole anime series to single DVDs now without having to convert to the outdated DVD mpeg2 format.
many dvd players support divx and xvid now but it is still good to convert them because if you burn the movie in xvid directly 90% of these movies has a low framerate ~15 and you can clearly see the screen is freezing every 10sec or so.
thanks for all your help
