It seems like something is blocking BitComet servers on your side.. Have you installed any IP blockers (like peerguardian, etc) or any other security software lately?
That’s the common response when you have a firewall blocking the port. (It does not respond to activity, just makes like a hole in cyberspace, nothing to see here, move along.) So the connection times out with no response.
It’s pretty evident that something changed. You have to find out what that was.
