greywizard
That file belongs to the eMule plugin and stores all the files which eMule knows about (currently downloading, past downloads or shared). If it's gotten corrupted it's safe to delete it (you can find it in the BitComet\plugin_emule\config folder). It will be recreated when eMule starts the next time. If it still continues to appear even after that, it might mean that you have to reinstall the eMule plugin. Or just go into eMule-->Options-->Files page and disable "Remember downloaded files" if you want a quick-fix. Or if you don't use the eMule plugin at all you can simply disable it in BitComet-->Options-->eMule.
