Stopped tasks "looks" to a substituted folder. Can it be a reason?
grapontic
Ok, will answer to myself substitution is active during login in only. when service starts all user environment don't connect. I've replaced all substituted folders to real in 'SaveLocation=' keys in "C:\Documents and Settings\<username>\Application Data\BitComet\Downloads.xml" file and all troubles went out.
