bug? Global maximum connections

I am so happy to see this new feature because this is one reason I use utorrent. (3 reasons: utorrent has this setting, lower CPU, lower memory usage) This is a very important feature because if I setup more than 200, my router will crash. I have tried, 200, 120, 100, 20... but it doens't take actions. I still have problme to network with other computers. I just wonder if this setting really work in v0.71
