Because most private trackers have BC at the top of the client ban list. If you want features like that then use Azureus with the stuffer plug-in. IP range baning is not as affective as you may think with a decent rooter you can choose whatever IP you want, I cam make it look like i am from USA, Canada,UK,Russia,.... ANY country. As the facility already exists to manually ban a client for up to 24 hours, it would not appear the developers have an objection to this in principal. or ban a IP range, This would be good for private trackers.
