Is it (for example) Windows firewall, or a 3rd party application like Norton, or what? The window should have some indication, possibly on the title bar or possibly in the body, maybe an indentifiable icon, that indicates where it's coming from. Since this isn't related to bit comet, I could imagine dozens of different possibilities, and even more possible solutions. Suspect ps. Please don't post your message twice.
