How do I divide bandwidth in router?

My roomate uses BitComet. I don't. Whenever he does, he slows down my speed. So he gets 304982304932409823094MB/S i get like worse than a dial-up modem. We share our internet connection via router.

Is there a way that I can "divide" our bandwith? So that way he can do all the d'ling/sharing he wants to within the constraints of his allotted capacity so that I can download things with some reasonable speed?

We both have WinXP.

Or tell your roommate to use bandwidth limits in Bitcomet.

Example

your ISP says you get 3 Mb/s download(384 KB/s) and 512 Kb/s upload(64 KB/s)

so tell your roommate his Global Max Download rate should be around 240 KB/s

and his Global Max Upload Rate should be around 40 KB/s

this should leave you with plenty of available bandwidth.
