This is what i get when trying to install 20131129 beta on Windows 8.1. Not sure about previous builds. This can be override by Windows 8 compatibility option in exe’s settings. Would be nice to fix in the next builds.

Thank you for the report. I’ve seen many such reports about windows 8.1, it seems that most software doesn’t recognize it.
I’ll pass this onto development and hopefully they can figure a workaround to prevent this before the next stable version is released.
We’ve confirmed this problem mentioned in your feedback and it is expected to be resolved in next stable version in coming two weeks.\
