I was trying to download a torrent at home and got very slow speeds 1-10kB/s then at school I tried it and my speeds were at the maxium level of the connection.Im using 0.79 bitcomet operating systems are xp home and xp pro. Im confused?at home I have only lite internet which has speeds up to 80kB/s??? 
It is rare that a torrent will max out your connection on a standard DSL/Cable connection.
Your schools connection has much lower latency and a much faster connection so obviously it will be faster there.
Now at your house do you have a router? if so have you portforwarded it?

I did every thing you said bitcomet works great now download rates are back to 70kB/s
