total downloading speed and uploading speed not at zero when all torrent is at 0 kb/s

the total downloading speed and uploading speed(on the top of the application and transfer speed graph) isn’t at zero when all torrrent is sitting at 0 kb/s

this only happened when i updated from 1.73 to 1.90

Upload can be non zero because of long term seed uploading.

There is also a check on transfer rates - if the file is ‘active’ it will check to see if ther5e is any demand from other leechers (the rate depends on the number of active torrents)
