That conclusively demonstrates that the UDP port is open.
The two non-responders are public trackers in the sense that torrents don’t have to be registered with them. They’ll attempt to track anything any client mentions to them. But it’s quite common for UDP responses to be delayed or lost, which is one reason utorrent didn’t support UDP at all for many years. It was never a good idea. You’ll get that response (or lack thereof) from those two more often than not.
